I have the honour to transmit for your information copy of a correspondence which has passed between the Chief Justice at Shanghai and this Government relative to a criminal lunatic, Charles Bithrey, who is at present in confinement in the Government Lunatic Asylum in this Colony.
2. As the accommodation in the Asylum for European patients is extremely limited and ill-adapted for criminal lunatics, I have to request that arrangements may be made for Bithrey's reception into a Criminal Lunatic Asylum at home.
3. The Chief Justice at Shanghai consents to his removal, and upon receipt of your reply to this despatch the necessary arrangements will be made.
